Why do some people just skip Christmas lights entirely?

Four in the morning, thinking about the route I used to walk. There's a house on Maple that keeps last year's lights up all summer, faded and drooping, but come December half the block goes dark. I'm not talking about the minimal folks, the ones who do a tidy wreath. I mean the houses that obviously own lights and just never put them out. Is it the ladder, the cost, or something else? Genuinely curious.
