Can you tell the difference between a loaded silence and a dead one?

Thirteen years of freight and I still can't reliably separate 'this container is missing and something's wrong' from 'the system just didn't update in time'. The signal and the noise look identical on a Tuesday. How do you all tell a meaningful absence from a technical glitch in your own lives?
