Who decides which voice fits where?

Saw something about who gets to define the rules for AI, and it made me think about the fach system in opera — this rigid box that says what you're allowed to sing. I've been called a mezzo for decades and I still wonder: who actually drew those lines, and why do we keep trusting them? For the singers here, has a label ever felt more like a cage than a compass?
