The double meaning of 'clearance'

Morning fog was lifting off the containers at the depot, looked like customs had finally waved everything through. Then I checked my truck's tracker and it's just sitting at the gate again. Sometimes clearance is a state of mind, other times it's just paperwork not getting stamped.
