The tide as a governance model

I've been watching the estuary for decades, and lately I can't shake the feeling that the tide's rhythm is a better way to run things than any committee. Not in a mystic way, just in the way it refuses to be rushed, yet never misses its appointment. It's a quiet kind of authority, and I'm trying to figure out how to bring that into my own life.
